தனியார் பொறியியல் கல்லூரிகளும் கல்விக் கட்டணமும்

எஸ்.ஆர்.எம் குழுமக் கல்வி நிறுவனங்களிலும் அவர்களுடைய பிற நிறுவனங்களிலும் (புதிய தலைமுறை தொலைக்காட்சி சேர்த்து) இன்று வருமான வரித்துறை ரெய்டு நடத்தப்பட்டுள்ளது என்று செய்திகள் வெளியாகியுள்ளன.

தனியார் பொறியியல், மருத்துவக் கல்லூரிகளில் கட்டணத்துக்கு மேலாகப் பணம் வாங்கப்படுகிறது என்பது நம் எல்லோருக்கும் தெரிந்த ரகசியம்.

என் நண்பர் ஒருவர், கடந்த பத்து நாள்களுக்குமுன் சென்னையின் ஒரு பொறியியல் கல்லூரியில் ஆறு லட்ச ரூபாய் கொடுத்து  சீட் வாங்கியதாகச் சொன்னார். என் தூரத்து உறவினர்கள் பலரும் தத்தம் பிள்ளை/பெண்களுக்கு கட்டுக் கட்டாகப் பணம் கொடுத்துத்தான் பொறியியல் கல்லூரிகளில் சீட் வாங்கிக்கொடுத்துள்ளனர். 2 லட்சம் முதல் 7-8 லட்சம் வரையில் இருக்கலாம். நான் இரு ஆண்டுகள் முன்புவரை வசித்துவந்த அடுக்ககத்தில் ஒரு பெற்றோர் தன் பெண்ணுக்கு 50 லட்ச ரூபாய் கொடுத்து மெடிக்கல் சீட் வாங்கிக்கொடுத்தனர்.

இதுகுறித்துச் சில கேள்விகளை மட்டும் இங்கே எழுப்ப முனைகிறேன்.

1. இப்போதைய இந்தியச் சட்டங்களின்படி கல்வி நிறுவனங்களை நடத்தும் அறக்கட்டளைகள் லாபநோக்கு அற்றவையாக இருக்கவேண்டும். அப்படியானால், இந்தியாவின் கிட்டத்தட்ட அனைத்துத் தனியார் பொறியியல், மருத்துவ, கல்வியியல் கல்லூரிகளுமே சட்டத்துக்குப் புறம்பாகத்தான் நடந்துகொள்கின்றன.

2. யூ.ஜி.சி கட்டுப்பாடு, ஏ.ஐ.சி.டி.ஐ/ எம்.சி.ஐ/ என்.சி.டி கட்டுப்பாடு, பல்கலைக்கழகக் கட்டுப்பாடு, மாநில அரசின் கட்டண வசூல் கட்டுப்பாடு என்று எண்ணற்ற கட்டுப்பாடுகளின்கீழ் திண்டாடும் தனியார் கல்லூரிகளால் வெளிப்படையாகத் தங்களுக்கு இவ்வளவு கட்டணம் வேண்டும் என்று கேட்டு வாங்கிக்கொள்ள முடியாத நிலையே இருக்கிறது. அரசு குறிப்பிடும் கட்டணத்துக்குள்ளாக ஒரு பொறியியல் கல்லூரியை நடத்த முடியாது. பின் ஏன் மத்திய/மாநில அரசுகள் இந்த மோசமான நிலை தொடர்ந்து நடக்கக் காரணமாக உள்ளன?

3. வெளிப்படையாக ரசீது கொடுத்து, காசோலை/வரைவோலையில் கட்டணம் வாங்கிக்கொள்ள முடியாத நிலையில், மேசைக்கு அடியில் பணத்தைக் கட்டுக் கட்டாக வாங்குகிறார்கள். விளைவு, கடுமையான கருப்புப் பணம் உருவாகும் சூழல். இதை எத்தனை ரெய்டுகள் நடத்தினாலும் தடுக்க முடியாது. பிரச்னை கொள்கை அளவில் இருக்கிறது. இதனை வருமான வரித்துறையினால் எதிர்கொள்ளவே முடியாது. கருப்புப் பணத்தைக் கட்டுப்படுத்தவேண்டிய மத்திய அரசு ஏன் இதனைக் கண்டுகொள்ளாமல் இருக்கிறது?

4. எத்தனை பணம் கேட்டாலும் கொடுப்பதற்கு மாணவர்களும் பெற்றோரும் என் தயாராக இருக்கிறார்கள்? அவ்வளவு பணம் கொடுத்துப் படிப்பதால் மாணவர்களுக்கு உண்மையிலேயே ஏதேனும் நன்மைகள் கிடைக்கின்றனவா?

5. தனியார் கல்லூரிகளும் தங்களுக்குரிய அனுமதிகளைப் பெறுவதற்குக் கட்டு கட்டாகப் பணம் லஞ்சமாகத் தரவேண்டிய நிலை ஏற்படுகிறது என்று அறிகிறேன். இதை எதிர்த்துப் போராட தனியார் கல்லூரிகள் சிலர்கூடத் தயாராக இல்லையா?

6. ஏன் கல்வியை லாபநோக்கற்ற துறை என்று சொல்லவேண்டும்? இது பொய், பம்மாத்து என்று தெரிந்தே இதனை ஏன் செய்கிறோம்? ஏன் இதனை லாபநோக்குள்ள ஒரு தொழில்துறையாக அறிவித்துவிடக்கூடாது? அப்படிச் செய்தாலாவது, (அ) வெளிப்படைத்தன்மை (ஆ) பெறும் லாபத்தில் நியாயமான வருமான வரி (இ) கருப்புப் பணம் தடுப்பு (ஈ) கல்வி நிலையங்களை வாங்குவதும் விற்பதும் எளிதாவது (உ) வென்ச்சர் கேபிடல் பணம் இந்தத் துறைக்குள் நுழைவதற்கான வாய்ப்பு ஏற்படுதல் ஆகியவற்றைச் சாதிக்க முடியுமே?

    கல்வியை, கல்வி நிறுவனங்களை ஏன் நாட்டுடமை ஆக்க கூடாது என்று ஏன் கேட்கவில்லை என புரியவில்லை.

    1. If you think about it, that is what it was before private colleges were allowed in. Do you remember how many engineering and medical seats were available then? Also, if today every private educational institution were to be nationalised do you know how much it will cost to purchase the assets at fair market price? No government will be capable of doing so, because they are all usually fiscally in the red.

      So, nationalisation is almost impossible.

    3. எல்லோரும் டாஸ்மாக் வருமானத்தைக் குறியாக எடுத்துக்கொண்டு குறைந்தபட்சக் கணக்கைப் போடாமல் இப்படிச் சொல்கிறீர்கள். புதிதாக ஒரு சேவையை அரசால் அறிமுகப்படுத்த முடியும். பிறகு மெதுவாக அதனை விரிவாக்க முடியும். உதாரணம்: மலிவு விலை அம்மா இட்லிக் கடை. ஆனால், தமிழகத்தில் உள்ள அனைத்து உணவகங்களும் நாட்டுடமை ஆக்கப்படும் என்று அறிவித்துச் செயல்படுத்த முடியாது. சென்னை 10,000 உணவகங்கள் உள்ளன என்று வைத்துக்கொள்வோம். ஒவ்வொரு கடையையும் கையகப்படுத்த இவ்வளவு பணம் என்று தரவேண்டியிருக்கும். அதனை அந்தக் கடைகள் ஏற்காமல் நீதிமன்றம் செல்லலாம். ஒரு கடைக்கு பத்து லட்சம் ரூபாய் காம்பென்சேஷன் தரவேண்டும் என்றால் மொத்தமாக 1,000 கோடி ரூபாய் தரவேண்டும். அதில் ஃபைவ் ஸ்டார் உணவகமாக இருந்தால் அவர்கள் தங்களுக்கு மட்டுமே 10-50 கோடி ரூபாய் தாருங்கள் என்று கேட்கலாம். டிஸ்ப்யூட் அதிகமாகும்.

      தமிழகம் முழுதும் உள்ள உணவகங்களைக் கையில் எடுத்தால் நிலைமை என்ன ஆகும் என்று யோசியுங்கள்.

      இதேபோலத்தான் பொறியியல் கல்லூரிகளும். ஒவ்வொரு கல்லூரியும் பெரும் சொத்துக்களை ஏற்படுத்தியுள்ளனர். நிலம், கட்டடம், கருவிகள், கணினிகள் என்று. அவற்றைக் கையகப்படுத்த ஒரு கல்லூரிக்குச் சில பத்து கோடிகள்முதல் சில நூறு கோடிகள்வரை ஆகலாம்.

      எனவே ஓர் அரசு ஏன் இதனையெல்லாம் செய்யவேண்டும் என்று நீங்கள் முதலில் நினைக்கிறீர்கள் என்று சொல்லவேண்டும்.

      பல நாடுகளில் கல்வி அரசின் கீழ் தான் இருக்கிறது.மருத்துவமும் முன்னேறிய நாடுகள் உட்பட பல நாடுகளில் அரசின் கீழ் தான் உள்ளது.
      பெரும்பான்மையான மக்கள் ,சாமானியர்கள் ஈடுபடும் எந்த துறையிலும் கருப்பு பண புழக்கம் அதிகம் தான். வீடு,மனை வாங்குவதில் புழங்காத கருப்பு பணமா. அது லாபத்தில் இயங்க கூடாது என்ற சட்டம் உள்ள துறையா என்ன. அரசு GUIDELINE value என்று ஒன்று வைக்காவிட்டால் அடையாரில் கூட நம் மக்கள் ஆயிரம் ரூபாய்க்கு ஒரு acre நிலம் விற்ப்பார்கள்,வாங்குவார்கள்.
      நகைக்கடைகள் லாபத்தில் இயங்க கூடாது என்ற சட்டம் உள்ள துறை இல்லையே.அங்கு சென்று கிரெடிட் கார்ட்,டெபிட் கார்ட் மூலம் தங்கம் வாங்க முயற்சி செய்தால் திடீரென்று பல ஆயிரம் கட்ட வேண்டிய தொகையில் ஏறும்.GRT ,சரவணா,அலுக்காஸ் போன்ற பல கடைகளில் தங்க நாணயங்களை பணம் கொடுத்து தான் வாங்க முடியும்.அரசு வங்கிகளில் வாங்கும் தங்க நாணயத்தை விட இங்கு சில ஆயிரம் குறைவாக இருக்கும் காரணம் என்ன.அரசுக்கு வரியாக செல்ல வேண்டியதை வாங்குபவரும் விற்பவரும் மறைத்து பங்கு போட்டு கொள்கிறார்கள்
      IT கம்பெனிகளினால் புழங்காத கருப்பு பணமா.பல ஆண்டு வரி சலுகை இருப்பதால் பொய்யாக அதிக வருமானம் காட்டி (சத்யம் போல)பொது மக்களிடம் அதிக விலைக்கு தங்கள் பங்குகளை தள்ளி விடுவது,யாரிடம் எவ்வளவு பங்கு என்பதை மறைப்பது ,MALDIVES மூலம் சுற்றி பணத்தை உள்ளே நுழைப்பது,பல ஆயிரம் கோடி மதிப்புள்ள நிலங்களை சும்மா பெறுவது (குஜராத்தில் நானோ தொழிற்சாலை,பெங்களுருவில் இன்போசிஸ் கம்பெனிக்கு பல நூறு ACRE நிலம்)அரசு வங்கிகளிடம் பொய் வருமானத்தை,இன்னொரு கம்பனியை வாங்குவது போல/வாங்கியதால் மதிப்பு மிகவும் ஏறியது போல காட்டி கடனை பெற்று பின் நாமத்தை போடுவது (மல்லையா போல) என்று அவர்கள் போடும் ஆட்டங்கள் கல்வி தந்தைகளின் ஆட்டதிற்கு கொஞ்சம் குறைந்தது கிடையாது

    5. In this day, why,would anyone run an educational institution for free?. For that matter any thing for free at this scale. Think for a while.

      There were 30 Engg. college's in TN during 80's.
      except the 10 or so Govt. college's, other's were minting money at that time also.

      But when they started situation was different.
      PSG, CIT, Alagappa were started during those olden day's where these ultra rich of their time (when less than 1% were unbeleivably rich in their town, while other's are mostly lower middle or poor) wanted to establish their name as philanthrapist's/educationalist's before they die and started schools and college's. Not the multi story building's you see now.

      Time change's things.
      when their heir's take over, business was getting tough as commoner's entered Rich's exclisive area.
      When business get's tough, and lower middleclass and middle class started to move up, their once charity became their savior. There was a huge entry barrier for college's. It took some time for the newly rich/politician to accumulate money to siphon it for engg. college's. Reputation for college's feeds good students, which gives good results and feeds more good student's and helps the cycle.

      Heir's of those philanthrapist's new institutions are started for money.

      There's nothing wrong in asking for money. Making it legal and tranperant will bring greater good.
      Govt. college's can still operate with the tax from these private college's and public money.

      All we want is the returns for the money spent.

  2. Just like the film industry, education can also be treated as 'for profit'. There is no 'morality' involved. After we consider 'Health Care' to be profit generating.

    I have thought about this several times if there's any benefit in giving so much money,particularly for an engineering college seat. My maid has put her son in a completely unknown(shady!#$) engineering college in a remote village in TN by paying 3 lakhs. She has borrowed at a very high interest from various moneylenders. All my advice against this decision went only to deaf ears.
    Just wondering about the poor guy after he passes out with a heavy debt on his shoulders.

    1. so many rich people admit their average student in a reputed universities by paying more money and then again
      spending so much money in sending them to US universities and many of them settled there very well.

      I can say so many much better candidates than the abovesaid group, got their admission in lesser colleges
      and struggling to get an appointment. That is the value
      of money in education

  4. நம் நாட்டில் இன்னும் பல கல்வி நிறுவணங்கள் 'தன்னாற்வற்ற தொண்டு நிறுவணங்களாக செயல் பற்று வருகின்றன. சிலவற்றை வர்த்தக ரீதியாகவும், சிலவற்றை தொண்டு நிறுவணங்களாகவும் வித்தியாச படுத்துவது கடிணம்.
    கல்வி அளிப்பது அரசின் கடமை. அதன் மூலம் வரி விதித்து வருமானம் பெருவது ஒரு கேவலமன செயல்.

    1. கல்வி அளிப்பது அரசின் கடமை என்று ஏன் கருதுகிறீர்கள்? மக்களுக்குக் கல்வி கிடைக்குமாறு enable செய்வதுதான் அரசின் கடமை. மக்களுக்குச் சோறிடவேண்டியது அரசின் கடமை அல்ல. மக்களுக்குச் சோறு கிடைக்குமாறு செய்வதுதான் அரசின் கடமை. இரண்டுக்கு உள்ள வித்தியாசத்தைப் புரிந்துகொள்ளுங்கள். மக்கள் கல்விக்குக் காசு தரத் தயாராக இருக்கிறார்கள். ஆனால் நியாயமான கல்விக்கு நியாயமாகக் காசு இருக்கவேண்டும் என்கிறார்கள். அதனைச் சரியாக முறைப்படுத்தினால் போதும்.

    2. SSN can do many things. It's run by a Billionaire. Invested heavily in infrastructure. People know that it's HCL owner's college and there is demand to get in.
      SSN can do many demands even for mgmt quota.

    1. Unlike Engineering/Medical colleges, there are many many more schools which DO NOT collect any additional fees or capitation fees. My daughter is studying in a school which has only asked for a refundable, interest free deposit, which I thought was fair, given the low fee they have been charging. We have paid Rs. 10,000/- and they have given a receipt, which we can surrender and collect the money back when my daughter completes her schooling. We will be losing the interest on the deposit. That is all.

      I am not against charging higher fees. It should be done in a transparent manner.

      Further, I disagree that schools collect huge capitation fees. In most cases they probably collect around 10 k. (Not that I am condoning this.) But Engineering colleges collect in a few lakhs and Medical colleges in a few tens of lakhs. Educational colleges collect in a few tens of thousands.

There are certain other issues in this.Since most of this transaction take place in a shady manner, brokers are invariably involved in transferring money from parents to college.While hundreds of parents are lucky enough to get a medical seat even though at mind bogling cost there are equal number of parents cheated by these unscruplus brokers.
    Most of the parents spend their life earning in trying to get seat for their child.There is no way out from this when these people get cheated.A police complaint will only compound their owe.hence they silently suffer,
    My suggestion is that although it may look awefull is that to make such transaction more transparent by auctioning the seats in open auction.
    As such there is no criteria for mangement Quota except money.Why then such secrecy ? govts have shirked their responsibilities in providing education to its citizens.In that case is it not fair to make it transparent.
    For Question no 4 I was talking with one of my friends son who was seeking such a seat in private medical college. I asked him how he is justifying such a huge investment for procuring a medical seat .I want to know how he plans to get the money back. He simply shot back"By the way of dowry".Such system is stinking.

    1. I agree with you. Brokers, particularly from Northern states have caused law and order problems in Chennai. I have read about this. Also, as you have identified, many hope to collect the money back through dowry. But that is only for the boys. What about the girls who also pay so much money and get a seat? They are all hoping that an IT job will pay for this. What if you can't get a decent paying IT job?

      I am not suggesting auction. I am just asking that the whole process be made transparent by making the fees decided by the University/College. A website can collate all the details. The "buyer" can decide to select any college and pay the money through cheque only. All the colleges/universities will have to pay income tax on the profits like any major corporation. There cannot be any black money. That is all.

  8. Engineering has lost its sheen long back. For spending 10 lakhs on engineering, one can study any normal degree in singapore/any other country in some college. Atleast ROI will be better.

  9. The SC judgment in Inamdar case laid down some rules. Technically education can be declared as an industry for profit if it is run in that mode or as a service with no profit motive if it is run by non-profit institutions. But in reality trusts are floated to show as if it is run for not for profit purpose. The rampant commercialization has made it worse. The state should regulate it like any other industry/service with norms for entry, providing service and supervision.State is happy to get 50% of seats and is less interested in regulating the private sector in higher education. The proliferation of deemed universities has made the situation worse. As far as I know the SC is yet to give its verdict on an important case in this.

  10. Private non-profit education is another hypocrisy in India. Both the "buyers" and the "sellers" knows it is a commodity sold for price - but the country still pretends to be otherwise. We should allow education as for-profit industry and tax such for-profit private institutions. Perhaps corporates will then enter education industry directly. Govt. can still maintain it's own non-profit institutions and also if some private players chose to run non-profit institutions and/or help govt. institutions - they could still do so and could be encouraged to do so - perhaps naming institutions/buildings/facilities after donors and so on.

    நீங்கள் எழுப்பியுள்ள அனைத்து கேள்விகளிலும் பொறியியல் கல்லூரிகள் என்பதற்குப் பதிலாக நர்சரி பள்ளிகள் என்று மாற்றினால் அதுவும் நூற்றுக்கு நூறு பொருந்தி வரும். ஆக, அடிமுதல் முடிவரை கல்வித்துறையில் இதே கதை தான்.

    ஆனால் கல்வித்துறையைத் தனியார்மயமாக்குவத்தின் மூலம் இதை சரிசெய்து விடலாம் என்ற கருத்தும் ஏற்பதற்கில்லை. நீங்கள் குறிப்பிட்ட வருமான வரி ஏய்ப்பும் கருப்புப் பணமும் தனியார் துறையில் இல்லையா என்ன ? இதைச் சரி செய்ய ஒரே வழி நம்முடைய கல்வி முறையே மாறுவது தான்

    1. இல்லை. நர்சரி பள்ளிகளில் இது பிரச்னை இல்லை. எனக்குத் தெரிந்து மிகப் பெரும்பான்மையான நர்சரி பள்ளிகளில் கட்டணத்துக்குமேல் வேறு எந்த கேபிடேஷன் ஃபீஸும் கிடையாது. கல்வித்துறை எல்லாமே இப்படி என்று சொல்லமாட்டேன். அதே நேரம், நர்சரிப் பள்ளிகளையும் லாபநோக்குள்ள தனியார்மயமாக்கவேண்டும் என்பதுதான் என் கருத்தும். ஆனால் பொறியியல், மருத்துவத் துறைகளை உடனடியாகக் கவனிக்கவேண்டும் என்பதுதான் என் கோரிக்கை.

      வருமான வரி ஏய்ப்பும் கருப்புப் பணமும் தனியார் துறையில் உள்ளன. ஆனால் அவை கட்டுப்படுத்தக்கூடியவை. ஏனெனில் அவை குறிப்பான சட்டத்துக்குள் வருபவை. உங்களுக்குத் தெரிந்து ஐடி நிறுவனங்கள் கருப்புப் பணத்தில் விளையாடுகின்றனவா? டெலிகாம் நிறுவனங்கள்? ஆட்டோமொபைல் நிறுவனங்கள்? பொதுவான எஃப்.எம்.சி.ஜி நிறுவனங்கள்? இல்லைதானே? யார் கருப்புப் பணத்தில் விளையாடுகிறார்கள் என்றால் சிறு கடைக்காரர்கள், தங்கநகைக்காரர்கள், தி.நகர் கடைக்காரர்கள், இப்படி பெரும்பாலும் ரீடெய்லில்தானே?

      கல்விமுறை மாற்றம் எப்படியும் வரவேண்டும். அது முற்றிலும் வேறு விஷயம்.

    1.தனியார் மருத்துவம் மற்றும் பொறியியல் கல்லூரிகள் எத்தனை இலட்சத்திற்கு சீட்டுகள் விற்கப்படுகின்றன என்று கண்டறிந்து அங்கு சீட் பெற்ற மாணவர்களின் குடும்பத்தின் வருமான வரி கணக்கை வருமான வரி அலுவலகம் ஆய்வு செய்தாலே கருப்பு பணத்தை ஒழிக்கலாம். வருமானவரி அலுவலகத்தால் இது ஒன்றும் முடியாத காரியம் இல்லை.

    2.இன்று ஒரு மருத்துவரின் கனவு தனது குழந்தையை மருத்துவராக்குவதுதான். அதற்காக எவ்வளவு பணத்தையும் தனியார் மருத்துவ கல்லூரியில் வீசி அடிக்க தயாராக இருக்கிறார்கள். ஒரு மருத்துவரின் குழந்தை 1150 மதிப்பெண் எடுத்து அரசு மருத்துவக்கல்லூரியில் சீட் கிடைக்காமல் அதனால் அவரது பெற்றோர் அந்த குழந்தைக்கு பணத்தை வீசி மருத்துவராக்க நினைப்பதை கூட ஒரு வகையில் சகித்து கொள்ளலாம். ஏனெனில் 1150 மதிப்பெண் எடுத்த மாணவி நிச்சயமாக ஒரு படிப்பாற்றால் கொண்ட மாணவிதான். ஆனால் பல மருத்துவர்கள், 800 மதிப்பெண் எடுத்த தனது குழந்தையை மருத்துவராக ஆக்க நினைப்பதுதான், இவர்கள் சமுதாயத்திற்கு இழைக்கும் பச்சை துரோகம். 800 மதிப்பெண் எடுத்த மாணவியே மாணவனோ நிச்சயம் அந்த படிப்பை படிக்க தகுதியற்றவன். அவன் எப்படியாகிலும்? பாஸ் பண்ணி வந்தாலும் அவனால் எந்தவித உயிர்களும் காப்பாற்றப்படபோவதில்லை. இதை அறிந்தும், பல மருத்துவர்கள் பணம் இருக்கின்றது என்ற ஒரே காரணத்திற்காக அவர்களின் முட்டாள் குழந்தைகளை மருத்துவர்களாக உருவாக்கி கொண்டிருப்பதுதான் மிக வேதனையான விஷயம். எனது மகள் 1085 மதிப்பெண் எடுத்தும் (எனது மனைவி மருத்துவராக இருந்தும்) அவளை மருத்துவராக ஆக்க, நங்கள் எந்தவித முயற்சியும் எடுத்து கொள்ளவில்லை. காரணம் அவள் எடுத்த 1085 மதிப்பெண் மருத்துவ படிப்பிற்கு தகுதியான மதிப்பெண் இல்லை என்பது எங்களின் கருத்து.

    3. நாம், நமது குழந்தைகளின் விருப்பத்திற்கு செவிசாய்க்காமல் எல்லோரும் ஒடும் திசையை நோக்கித்தான் ஒட முயற்சிக்கிறோம். இன்று பல பெற்றொர்களின் கனவு என்பது தனது குழந்தை பி.இ. படிக்கவேண்டும். கல்லூரியை விட்டு வெளிவருவதற்கு முன்னர் பன்னாட்டு கம்பெனியில் வேலை பெற்றிருக்கவேண்டும் என்பதே. குழந்தைகளின் விருப்பம் என்னவென்று கேட்பதற்குகூட பெற்றோர்கள் தயாராக இல்லை. எனது மகளுக்கு சட்டம் பயிலுவதில்தான் ஆர்வம் இருந்தது. அவளது Basic Qualification-ஆனது B.E. ஆக இருக்கவேண்டும் என்று விருப்பப்பட்டு அதன்படியே பி.இ. (இசியி)-ல் அண்ணா பல்கலைகழகத்தில் Rank Holder-ஆக பாஸாகி, தற்போது அவர் விருப்பபட்டவாறே தமிழ்நாடு அம்பேத்கார் சட்டப் பல்கலைகழகத்தில் உள்ள சீர்முகு சட்டப்பள்ளியில் (The School of Excellence in Law) B.L.(Hons) – 3Years Course பயின்று வருகின்றார். சட்டப்படிப்பு முடித்தவுடன், அவரது B.E. (ECE) Qualification-யை அடிப்படையாக கொண்டு Cyber Law- Specialization பண்ணவேண்டும் என்பது அவரின் தற்போதைய ஆசை. இன்று வரை அவரது படிப்பிற்கு, வரையறை செய்யப்பட்ட பீஸ் தவிர நான் எதுவும் செலவழித்ததில்லை. அவள் படிக்கும் படிப்பில் அவளுக்கு சந்தோஷம் இருக்கிறது. அதுவே எனக்கும் சந்தோஷத்தை அளிக்கிறது. தமிழ்நாட்டில் அனைவரும் ஒரு திசையை நோக்கி நகராமல், குழந்கைளின் விருப்பத்தை கேட்டு, அதற்கேற்ப படிப்புகளை தேர்வு செய்தாலே தனியார் பொறியியல் மற்றும் மருத்துவக்கல்லூரிகளில் கூட்டம் ஒரு வேளை குறைய வாய்ப்புண்டு.

  13. பள்ளியோ ,கல்லூரியோ லாப நோக்கில் நடத்தப்பட கூடாது எனபது தான் சட்டம்.
    இந்த சட்டத்தால் என்ன பாதிப்பு என்று கருதுகிறீர்கள் என்று புரியவில்லை. அரசுக்கு வருமானம்,TDS இழப்பு என்று வேண்டுமானால் வருத்தப்படலாம்.
    பள்ளி,கல்லூரி நடத்தும் தனியார் அனைவரும் பணம் சம்பாதிக்க தான் நடத்துகிறார்கள்.வெளிப்படையாக லாபம் என்று காட்டி ,வரி கட்டி சொத்து வாங்க முடியாது என்பதால் ஒரு பள்ளியில் இருந்து பல பள்ளிகள்,கல்லூரிகள் ,தனிநிகர் பல்கலை கழகம் என்று மேலும் அதிலேயே பணத்தை முதலீடு செய்து கல்வி தந்தை ஆகிறார்கள்
    அவர்கள் மாணவர்களை நேரடியாக சேர்க்க முடியாமல் ,அரசு இடங்கள்,management இடங்கள் இரண்டையும் பொது கவுன்செல்லிங் மூலம் தேர்வு செய்தால் capitation பீஸ் முழுவதும் அடிபடும்.இதை செய்வது மிகவும் எளிது
    தனியார் பள்ளியோ,கல்லூரியோ மாணவர்கள் அனைத்து கட்டணங்களையும் DIRECTORATE ஒப் காலேஜ் education இல் தான் கட்ட வேண்டும்,நேரடியாக எந்த பணமும் கல்லூரி நிர்வாகத்திடம் கட்ட கூடாது என்று வைத்தால் .(அந்த பணம் பிறகு கல்லூரிகளுக்கு மாற்றப்படும் )கருப்பு பண புழக்கமும்,அநியாய சுரண்டல்களையும் குறைத்து விடலாம்

  14. I endorse the views of லீனஸ்.லி. I am now witnessing a situation where my colleague is trying vehemently to get a medical seat in a Private College for his daughter. He is prepared for giving the donation of Rs. 60 lakhs in addition to annual fee around 10 lakhs. His daughter has secured 3 percent lesser than the cut-off mark (which itself is very low comparing to Govt. Colleges) prescribed by one of the private medical colleges for which my colleague was trying to get his daughter admitted. He is now trying in some other reputed private college now who are also charging around 50 to 70 lakhs. And you cannot approach these institutions directly as huge cash is involved and you have to be recommended by reliable sources. I happened to meet one of the Doctors working in a Private Medical College (where my colleague wants to get his daughter admitted) during a travel who is working on the college side. He told that most of the students who are joining in that private college are not interested in medicine at all and they simply say that they had joined the course only for social status and they are going to take up their parents' business only. I also wonder like you that what purpose would be served by spending more than a crore towards this medical education in private colleges, except for generation of black money by these institutions backed up by politicians. Whether these politicians, business men and parents would like to get treatment from the Doctors emerging from these institutions, if they know about their mode of entrance to these colleges? How many aspiring students are deprived of the genuine chances to pursue the course of their interest?

  15. THERE IS A MYTH THAT IF YOU STUDY IN CERTAIN ENGG. COLLEGES
    YOU WILL BE SELECTED FOR CAMPUS RECRUITMENT. BUT THESE DAYS
    MOST OF THE TOP IT FIRMS ARE NOT RECRUITING FRESHERS. OFF-CAMPUS CHANCES ARE VERY RARE FOR NEW GRADUATES. PEOPLE PAY A LOT OF MONEY FOR GETTING ENGG SEAT AND THE LOAN BURDEN
    ALSO FALL ON THE PARENTS IF THEIR WARDS DO NOT GET JOBS.

    you had asked why parents and students are ready to pay so much money for Engineering. What we see in front of us now is that if u study engineering you can get into IT companies and get money. What most companies do today? Why should a software developer or tester should have an engineering degree in any discipline? I know a software tester who got his job just because he had a engineering degree in mechanical whereas another one did not even though he had NIIT certification, LIBA PGDCA and MSC computer science (correspondence) just bcos their policy is to hire only BE, BTech, ME, MTech form regular colleges.

    நேற்றைய நீயா நானா நிகழ்ச்சியில் ‘பொறியியல் கல்லூரிகளில் ஆராய்ச்சிகள் செய்யும் அளவிற்கு கட்டமைப்பு இல்லை - மாணவர்கள் ‘பி.இ. சான்றிதழை’ வாங்கி செல்லும் ஒரு ‘கடை’ யாகத்தான் பொறியியல் கல்லூரிகள் உள்ளது - பொறியியல் படிப்பையும் மாணவர்கள் பணிரெண்டாம் வகுப்பின் தொடர்ச்சியாகத்தான் படிக்கிறார்கள் - என்ற கருத்துக்களை தெளிவாக முன்வைத்ததிற்கு, பாரட்டுக்கள்.

    திரு.சுரேஷ் என்பவர் ‘சல்லடை’-யில் அரிக்கும்போது கடைசியாக வரும் ஒன்றுக்கு உதவாத கற்கள் போல, திறமையற்றவர்கள்தான் பொறியியல் கல்லூரிகளில் பேராசிரியர்களாக பணியாற்றும் நிலையை சிறப்பாக எடுத்துரைத்தார்.

    தான் படிக்கும் பொறியியில் துறையில் வேலைக்கு செல்லாமல் மென்பொருள் துறைக்கு செல்லும் பொறியியல் மாணவர்களிடம் சமூக அக்கறை இல்லை என்பது போன்ற குற்றச்சாட்டுக்கள் முன் வைக்கப்பட்டன. இன்று அரசு மருத்துவக்கல்லூரிகளில் படித்து வெளியேறும் எத்தனை மருத்துவர்கள் அரசு மருத்துவமனைகளில் பணியாற்றுகிறார்கள்?. அரசு ஒதுக்கீட்டில் முதுநிலை மருத்துவ பட்டப்படிப்புகள் படித்து முடித்த பிறகு, அரசுப்பணியை விட்டு சென்று விடும் மருத்துவர்கள்தான் அதிகம். என்னை பொறுத்தவரை, பொறியியல் மாணவர்களை விட மருத்துவர்கள் மேல்தான் அதிகமாக சமூக அக்கறை இல்லாதவர்கள் என்ற குற்றச்சாட்டை வைக்கவேண்டும்.

    கடைசியாக பொறியியல் தவிர்த்து வேறு என்ன படிப்புகள் உள்ளன என்று கோபி சார் கேட்டதில் ஒருவருமே ‘சட்டப்படிப்பை’ பற்றி கூறாதது மிக வருத்தமாக இருந்தது. தேசிய சட்டக் கல்லூரிகளைப் பற்றியோ, தமிழ்நாடு அம்பேத்கார் சட்ட பல்கலைகழக வளாகத்தில், அமைந்துள்ள சீர்மிகு சட்டப் பள்ளியை பற்றியோ தமிழ்நாட்டு மாணவர்களுக்கு எந்தவித புரிதலும் இல்லை அதிலும் அனைத்து படிப்புகளை பற்றி பேசிய திரு.கிளாஷ்டனுக்கு கூட சட்டப் படிப்பை பற்றிய புரிதல் இல்லை என்பது மிக வருத்தமான ஒன்றாகும். சட்டக்கல்வி என்றால் வழக்கறிஞர் தொழில் மட்டுமே என்ற தொடர் புரிதல் மாணவர்களிடையே மாறவேண்டும். இன்று மத்திய அரசுப்பணியில் அனைத்து சட்டம் தொடர்பான வேலையிலும் கேரளா மற்றும் வட மாநிலத்தவர்தான் பணியில் உள்ளனர்.

    ஒரு அருமையான உரையாடல்களின் அங்கமாக நேற்றைய ‘நீயா நானா’ அமைந்தது. இது போன்ற தலைப்புகளை எடுத்து கையாளும் விஜய் டிவி பாரட்டுக்குரியது.
