இட ஒதுக்கீடு பற்றிய கவரேஜ்

செய்தித்தாள்களிலும் தொலைக்காட்சிகளிலும் இட ஒதுக்கீடு தொடர்பான செய்திகளும் விமர்சனங்களும் இட ஒதுக்கீட்டுக்கு எதிராகவே இருந்து வருகின்றன. ஒரு balanced coverage கிடையாது. குழலியின் பதிவு இங்கே.

இவற்றையெல்லாம் மிஞ்சும் விதமாக நேற்று The Economic Times பத்திரிகையில் ஒரு செய்தி கண்ணில் பட்டது. ஊர்மி கோஸ்வாமி தில்லியிலிருந்து எழுதுவதாக வந்த செய்தி இவ்வாறு தொடங்குகிறது: (URL கிடைக்கவில்லை)
PRIVATE schools and parents worried about their children studying along side children belonging to weaker sections can breathe easy. The government proposes to let them off the reservation hook. The model Right to Education Bill proposes that private schools that receive no funds from the government will not be required to take children from weaker sections. The Model Bill will form the basis of states' legislation to enable the fundamental right of education.
இந்தச் செய்தி என்ன சொல்ல வருகின்றது என்று விட்டுவிடுவோம். ஆனால் செய்தி சொல்லப்பட்ட விதம்... தனியார் பள்ளிகளும் அதில் படிக்கும் உயர்சாதியினரும் apartheid - வன்மத்துடன் பிரித்து வைப்பது - என்பதைக் கையாளுவதை வரவேற்கும் விதமாக எழுதப்பட்டுள்ளது. "They can breathe easy" - அவர்கள் நிம்மதிப் பெருமூச்சு விடலாமாம்... இனி ஒடுக்கப்பட்ட, பிற்படுத்தப்பட்ட குழந்தைகளைத் தங்கள் பள்ளிகளில் அனுமதித்தே தீரவேண்டும் என்று அரசு வற்புறுத்தாது என்று நினைத்து நிம்மதிப் பெருமூச்சு விடலாமாம். அதனை ஓடோடிவந்து தன் வாசகர்களுக்கு சந்தோஷத்துடன் தருகிறார் எகனாமிக் டைம்ஸ் நிருபர்.

ஆங்கில செய்தித்தாள்கள் அனைத்துமே இட ஒதுக்கீட்டுக்கு எதிரான நிலைப்பாட்டை எடுத்து இட ஒதுக்கீட்டுக்கு எதிரான போராட்டங்களை மட்டும் பெரிதாகச் சித்திரிக்கின்றன. தி ஹிந்துவின் கவரேஜ் பிற செய்தித்தாள்களுடன் ஒப்பிடும்போது தேவலாம். நேற்றும் இன்றுமாக இரண்டு பாகங்களில் சதீஷ் தேஷ்பாண்டே, யோகேந்திர யாதவ் எழுதிய பெரிய கட்டுரை இங்கே: ஒன்று | இரண்டு.

தனிப்பட்ட இட ஒதுக்கீடு என்று இல்லாமல் பிற்படுத்தப்பட்டோருக்கு என்று தனியாக normalization மூலமாக நுழைவுத் தேர்வில் அதிக மதிப்பெண் கொடுக்க வழி சொல்கிறார்கள். இதை முற்படுத்தப்பட்டோர், பிற்படுத்தப்பட்டோர் இருவருமே ஏற்கப்போவதில்லை என்று நினைக்கிறேன். இவர்கள் குறிப்பிடும் வழியை ஏற்காவிட்டாலும்கூட இவர்கள் கொடுக்கும் புள்ளிவிவரங்களை ஏற்கலாம். அதன்மூலம் பிற்படுத்தப்பட்டோர் எந்த அளவுக்கு பின்னடைவில் உள்ளனர் என்பதைப் புரிந்துகொள்ளலாம்!

முதல் பகுதியைப் படித்துவிட்டு இரண்டாம் பகுதி வெளியாகும் முன்னதாகவே Letters to the Editor-க்கு அவசர அவசரமாகக் கடிதம் எழுதியுள்ளனர் பலர். அதில் இத்தனை வருடங்களாக SC/STக்கு இட ஒதுக்கீடு கொடுத்தும்கூட அந்தக் குழுவில் உள்ள மிகச்சிலரே கல்லூரிப்படிப்பை முடித்துள்ளனர். எனவே இட ஒதுக்கீடு என்பதே பயனற்றது என்பதுதான் இவர்களுடைய வாதம். "அய்யா, இட ஒதுக்கீடு இல்லையென்றால் அவர்கள் இந்த நிலையைக்கூட எட்டியிருக்க மாட்டார்கள்" என்று அவர்களிடம் சொன்னாலும்கூட அவர்கள் புரிந்துகொள்ள விரும்பமாட்டார்கள்.

Knowledge Commission உறுப்பினர்கள் இருவர் - ஆந்த்ரே பெத்தெல், பானு பிரதாப் மேஹ்தா ஆகியோர் கமிஷனிலிருந்து விலகியுள்ளதாக ரவி ஸ்ரீனிவாஸ் தகவல் கொடுக்கிறார். இருவரும் பிற்படுத்தப்பட்டோருக்கான இட ஒதுக்கீட்டை எதிர்த்து விலகியுள்ளதாகச் சொல்கின்றனர். முதலில் தங்கள் எதிர்ப்பைக் காட்ட இவர்கள் அறிவுக் குழுவிலிருந்து விலக வேண்டியதில்லை. அறிவுக் குழுவின் வேலை என்ன, அதில் இந்த உறுப்பினர்களின் வேலை என்ன என்று சரியாகத் தெரியவில்லை. அரசின் இட ஒதுக்கீட்டுக் கொள்கை எந்த விதத்தில் இந்த அறிவுஜீவிகளின் வேலையை பாதிக்கப்போகிறது என்று நினைத்து இவர்கள் பதவி விலகியுள்ளனர்?

எண்ணிக்கையிலான இட ஒதுக்கீட்டுக்கு பதிலாக அர்த்தமுள்ள affirmative action முறையைப் பின்பற்றவேண்டும் என்கிறார்களாம் இவர்கள். ஆனால் அப்படிப்பட்ட affirmative action முறை என்ன என்று இவர்கள் சரியாக விளக்கவில்லை. இவர்கள் என்ன வழி சொல்லப்போகிறார்கள் என்று பார்க்கலாம்.

  1. நீங்கள் குறிப்பிட்டிருக்கும் கட்டுரையின் மனநிலையில் பெற்றவர்கள் இருப்பது உண்மை. தன் குழந்தையின் பழக்க வழக்கங்கள் நடவடிக்கைகள் மேல் ஒரு Influence ஏற்படுத்துவதால் (இரு தரப்பிலும்)அதை தவிர்க்கவே நினைக்கிறார்கள.

    கிராமங்களில் இது ஜாதி அடிப்படையில் இருந்தால் நகரங்களில் பொருளாதார ரீதியாக இருக்கிறது.

    இந்த அறிவு கமிசனின் தலைவர் பானு மேத்தா வழவழா கொழகொழவென ஒரு கடிதம் பிரதமருக்கு எழுதி உள்ளார்.

    இந்தியன் எக்ஸ்பிரஸ்ஸில் உள்ளது.

    என் ஆங்கில அறிவுக்கு எட்டியவரை அவர் மாற்று திட்டம் எதையும் எழுதவில்லை. அரசியல்வாதிகள் இந்த விஷயத்தை முடிவு செய்யக்கூடாது என்று கூறிகிறார்.
    இந்த கருத்து சரியா என்பதும் எனக்கு புரியவில்லை.பின் யார் இதை முடிவு செய்வது?

    பிறகு பிற்படுத்தப்பட்டோரும் தாழ்த்தப்பட்டோரும் ஒன்றல்ல என்கிறார்.(குறிப்பாக வடஇந்தியாவில்)
    இதிலும் குன்சாவாக கூறிகிறாரே தவிர தெளிவு இல்லை.

    இதற்கு மேல் விரிவாக தனிப்பதிவு தான் போடவேண்டும்.( ஏற்கனவே காஞ்சி இலையா என்.டி.டி.வியில் பிற்படுத்தபட்டோர் இடஒதுக்கீட்டை ஆதரித்தார் என்று நான் சொல்லபோக இல்லை அவர் எதிர்த்தார் என்று ஒருவர் வரிந்துகட்டினார். பின்னர் நான் கஷ்டப்பட்டு காஞ்சி இலையாவின் டெக்கான் குரோனிக்கல் கட்டுரை சுட்டியை காட்ட வேண்டியதாயிற்று:)

    Pratap Bhanu Mehta is a intellucal par excllence.He has written a thought provoking letter to the Prime Minister in which he has clearly stated the reasons for his opposition to the decision.I am not sure whether you have read this

    One of the relevant points that he has raised is that atleast in North India its absolutely wrong to club OBC'S and SC'S/ST'S and view them as historically disadvantaged group

    The OBC'S in North are typically heterogenous group comprising the powerful and landholding/agrarian caste and even Banias and Traders(In Bihar they are OBC'S).They were never discriminated against.Infact they have in the forefront of commiting caste based atrocities in UP/Bihar/MP .Also many of them have consciously decided not to look at education as a option for ecnomic adavancement

    Constitutionally reservation was meant to be measure agaisnt the inequality in the society aganst oppressed groups not as a tool of economic emanicipation.Many groups classified as OBC'S do not belong to this category

    Mehta is of the view is that Arjun SIngh' move is a cynically inspired political manevouring without examining alternative viewpoints
    Though i am not against reservation as a measure,i tend to subscribe to what Mehta says.For example Arjun Singh has not even done is homework properly .Karan Thapar ripped him part during the interview in CNN-IBN .

    Also i tend to disagree with your viewpoint on the role of the media.They have been more balanced this time compared to 1990 Anti- Mandal agitation where they ganged up with Congress party and fiercely supported the anti-Mandal agitation

    The sunday magazine of "The Hindu" has a column by Sevanthi Ninan. It was a nice article criticisng the television media coverage(that article primarily targets CNN-IBN)of this issue.

  5. முத்து: அவர் பெயர் "காஞ்சா அய்லய்யா" என்று படித்துள்ளேன். நான் பல நாள்களாக ஆங்கில ஸ்பெல்லிங்கைப் பார்த்து "காஞ்சா இலைய்யா" என்று படித்துவந்தேன். பின்னர்தான் "நான் ஏன் இந்து அல்ல" என்ற அவரது புத்தகத்தின் தமிழாக்கத்தில் அவரது பெயர் அய்லய்யா என்று எழுதியிருப்பதைப் பார்த்தேன்.

    1. உயர்கல்வி நிறுவனங்களில் உள்ள மாணவர்கள் / ஆசிரியர்கள் / நிர்வாகிகள் - போன்றோரின் வகுப்புவாரி பிரதிநிதித்துவம் பற்றிய கணக்கெடுப்பு செய்வது அத்தனை கடினமானதா? - ஆம் என்றால் அதற்குக் காரணங்கள் என்ன?

    2. அமைச்சர்கள் ஊழல், ரகசிய ஆவணங்களில் இருந்து தகவல்கள் பெறுதல், எம்பிக்களின் ஊழல், தொலைபேசி ஒட்டுக் கேட்டல் - போன்ற எத்தனையோ - "கடினமான" விஷயங்கள் தொழில்நுட்பத்தினால் சாத்தியமாக இருக்கும் போது - இம்மாதிரியான உயர்கல்வி நிறுவனங்களின் இருப்போர் பற்றிய Social data-வை ஒரு "Mission Ekalavya (Ekalaivan!)" செய்து - எல்லாத் தகவல்களையும் ஒரு மாதத்துக்குள் பெற்று விட முடியாதா? "Right to Information act" படி யாருடைய வருமானவரியையும் யாரும் - தெரிந்து கொள்ள முடியும் என்கிற நிலை வரப் போகிறது என்கிறர்கள்; அப்படியானால் - இந்த விஷயத்தில் ஒரு PIL போட்டு உடனே எல்ல உயர்கல்வி நிறுவனங்களும் இந்த வகுப்புவாரியான ஆசிரியர் மாணவர் பிரதிநிதித்துவம் என்ன - அவர்கள் நிறுவனத்தில் என்பத வெளியிட வேண்டும் - என்று உச்ச/உயர் நீதி மன்றங்களில் வழக்கு தொடுக்க முடியாதா?

    I read both the Sevanthi Ninan article about The TV show and the excerpts of the TV show.

    Sevanthi nainan article says,

    This kind of statements at the beginning of the column makes it very clear that the author is not interested in even looking at the substance of their position, instead, the author goes to questioning their motives on the report.

    Here we go again on the same report.

    And the author aptly names it as Taking Sides. As if he is from the centre.

    பதில்: மாணவர்கள் சம்பந்தமான தகவலை ஒரு சர்வே மூலம் கூடச் செய்யலாம். முழுமையான தகவலாக இருக்கவேண்டும் என்பது கூட இல்லை. ஏனெனில் 4000-5000 மாணவர்கள் இருக்கும் ஒரு கேம்பஸில் 300 மாணவர்களிடமிருந்து - ராண்டமாக - தகவல் சேகரித்தால் அதுவே போதுமானதாக இருக்கலாம். இதற்காக undercover வேலைகள் எல்லாம் தேவையில்லை. மனிதவள அமைச்சகம் முடிவுசெய்தால் அதுவே போதும்.

    4.     place.Why should the caste of each
    faculty be known to the whole world.In which way it is relevant
    to their job or functioning of IIT.
    If somebody gives false information how will you verify.
    X caste may be backward in Y state
    while in it may not be backward
    in Z state.So which one we should
    consider.IIT can refuse to
    collect such information.Remember
    the fact that the army refused
    to give religion based statistics
    and govt. accepted it.In a state like Tamil Nadu such information
    may be used to target the so called
    forward caste faculty.As there had been processions and campaigns against brahmin faculty in IIT-M
    such information can be used to incite violence against them or
    threaten them. The govt. does not collect caste information in census.So why should it collect
    from IITs etc.
    The IITs do not collect such information from faculty and students.Nor can they be forced
    to collect such information.One
    can very well say that I belong
    to no caste.One can refuse to answer such a question as the question has nothing to with ones
    occupation or studies.It is unfortunate that even Badri thinks
    like Neos.

  20. "Right to Information act" படி யாருடைய வருமானவரியையும் யாரும் - தெரிந்து கொள்ள முடியும் என்கிற நிலை வரப் போகிறது என்கிறர்கள்;
    If such a step is taken it will be stopped by courts.The govt. cannot reveal all the infornation it collects to everyone.Please read the Right To Information Act to know its limitations.

    If we fear that it might be 'misused' we should work on the 'mis use' and not on the denial of fact.

    What is being asked is a 'FACT', it might even become a cause against the need of reservation

    The govt. could not force it.When anti-brahmin sentiment is rampant
    and is encouraged in Tamil Nadu
    making such figures will not create a conducive climate.The
    brahmin haters, yes, i call them
    brahmin haters will use any figure
    against brahmins in IITs etc.The life and liberty of faculty members of IITs will be in danger.
    Now some figures (caste wise faculty break up) are put out by them and these are used to whip up anti brahmin feelings and create an
    impression that brahmins as a
    community are against dalits,
    OBCs.You can read these in the
    blogs. When I see so much hatred against brahmins in blogs I know how it will be in the real world.

    information.We are asking for group data.

    For example, Data for school performance in US
    is available in various categories indexed on
    race,ethnicity and gender on public websites.
    This info. is used to gauge how well the race
    or gender is represented and their performance.
    (Everyone knows how much personal privacy is respected
    in US. )With a few clicks I can find out how many
    african americans, asians and whites are in my daughter's
    school and how they perform.

    It is very important that we should propagate the points you had put forth in your previous post (Q&A) to as many people as possible.

    Esp when the majority of media is against it.

    I mailed a link to that post to many of my Tamil friends...however to reach a larger group we should translate it in English. If you have already done that, please let me know.

    I am already working on it to create a ppt (with due acknowledgement to you) and will send it to my colleagues. Believe me office mails are one of the biggest information propagators ;)

    Does Ravi imply that the OBCs would resort to thuggery and Violence against the upper caste IIT-ians?

    This 'per se' means that he slanders the OBC community as gundas and rogues, which is highly condemnable.

    All these days Ravi refused to take into cognisance the cruelty meted out to non-Brahmin ('Shudra') faculty members in the IITs, especially in the Chennai IIT. When pointed to those facts he simply brushed them that they were exceptions.

    Now if these upper caste people can be so 'violently high-handed' in a 'Social Justice' conscious 'Periyar bhoomi' Tamilnadu, what would be the extent and magnitude of their caste bigotry in Northern states, was a persistent query to which ravi never really bothered to deal with , and he simply pooh-poohed them.

    Now, he says if the caste of the faculties are known 'esp. in TN' they may be 'targetted'!!

    Who is ravi trying to Hoodwink?

    If suppose the caste data come about, and some "stray" incidences of 'harassment' of Upper caste faculties do occur - we may be 'tempted' to brush aside them as rare and exceptional cases, wouldn't we?!

    This is not to justify that 'backlashing' is good, but the point is why does ravi jump the gun always?

    Let us turn around the Question, and think like this :

    If reservations do come thru next year (as announced now by the govt.) - in the North Indians states - "Especially states in the Cow-belt, known for cherishing its Brahmanical values" - Would there be "Backlash" against OBC students - by the 'stronger' Upper caste students?

    If so should the Govt. "Encrypt" the data about - which Students are OBCs - who got into these 'elite' institutes thru reservations - so as to protect them and their property???

    "OBC students Protection Programme" could be a separate wing formed with the Special Security Forces - No?!

    Where does this Tamasha end?!

    Thanks for your insights on this issue. Unfortunately, I couldn't write as much as I would wish on this issue as feedbacks or in my blog.

    A quick response to Ravi on his question.

    When you apply for a faculty position in a US university where Affirmative Action is in place, the first thing you get in the mail is a card from the University's Office of Diversity requiring to fill Race, Gender and Age. This is federally mandated and no institution can escape, private included. Similarly, in the federally funded training grants (i.e. fellowships), the universities are required to send the information on the number of minority students and females each year.

    When you implement a program you got to collect relevant data. On one hand you oppose collecting data on the other hand you will question the authenticity of the numbers if someone puts unofficial figures. You cannot have both ways.

    Some of us are already talking about exit strategy. How in the world are we going to find out who should exit and when without taking collecting such data.

    This hypocracy is also seen in challenging the % of OBC population. On the one hand, there is no mandate to take caste based head count in the decennial census since 1951. On the other hand, the projected OBC population based on the last caste-based census of 1931 is claimed to be inflated.

  30. In India we dont have affirmative action programs.We have only caste based reservations.There is a world of difference between them.
    In USA it is enough i identify myself as asian or whatever that category is .There is nothing wrong in collecting some
    information but whether an institution can be forced to collect and reveal all data in public is the question.In India
    army refused to collect and submit
    such information.What sort of information on caste is needed,
    just aggregate(FC,BC,OBC,dalit) or further break up in terms of individual castes.I will have objections to giving data on sub caste/caste wise break up.

    I objected to the tone and tenor of neo's comment.But in USA there are restrictions on sharing data collected through forms.They do
    not tell every detail to every
    tom,dick and harry just for asking.

    There is so much hate speech in
    blogs and elsewhere, against the so called forward castes.Some body has even cast aspersions on forward caste faculty members
    of IITs etc.In USA such a writing
    would be considered as uncivil
    speech or hate speech.In such a circumstance one has every right to question the purpose of data collection.

  33. Sundaramurthi: This is just a clarification for your commnet. In US, according to MBEWBE rule, 7% of government fundings should be spent on minority business and 3% on women. So if there is a NIH felowwship that specifies it is fo rminorities and women only, one has to justify that. But as a citizen one can refuse to fill out any race questions, but may not get an opportunity on those reserved positions. Furthermore, on ecan choose as many races as one likes. For example if my great grand father in an asian, and grang mother is an Irish, and my dad is a Japanes and mom is polis, I can choose Asian, Caucassian and also Pacific Islander. It does lead to multiple count, but I have a right to claim myself as Asian or pacific Isalander. We allow such multichoices in survey.
    If I get funding from EPA, if I dont contract with monorities business 7% and 3 % women run business, I will have to forego that funding. If someone hires an caucassian in the position meant for minorities, he can face jail terms. Minorities can also apply for open jobs.When we do these contracts we also have to get a certificate that the interested party has not donated soft money or otherwise to political parties and back it up with tax returns.
    Similarly during lay offs, the % of employees who are let go must remain the same for all race groups depending on the workers population. This can be done only if the employees participate in the survey.

  34. Why shoudl the right to know act be so complicated? People will not have time an denergy to go to teh judiciary system and fight. Why cant it be as simple as we have i there in teh United States? If some one needs any information of an employee or regarding a firm or industry all they have to do is to send a form to the County where the firm is and get all information. why should t even go to Court? Then we are looking in to masked data, delays, political threats etc.But this act has its own limitations. If I fill out a survey and did not agree to distribute my personal info, they can not do that. Sometimes if an industry collects data on ethnic diversity, they can not distribute it but can say on the ratio of people emplyed from each ethnic group. Otherwise, in US, you need to get court order to get the personal information.

    i was even told that i need not reveal my name or other details
    except those pertaining to diversity.Even that is voluntary
    in some cases.Irrespective of that form one's applications would be
    considered.In india the situation
    is different. You know how much hate speech is there in blogs and
    elsewhere, directed against brahmins.People who indulge in
    hate speech will make perverted
    use of such data.In USA privacy
    is taken into account and not all
    can seek all sorts of information.
    Here they march to IIT-M and shout
    slogans abusing brahmins and IIT
    faculty.They are interested only in inciting caste based hard feelings and ill will.

    Kindly refrain from using the words 'Parpanar', 'Parpan' etc. These are derogatory words even if they had good meanings in the past. Please use the word 'Bramanar' that will show that you consider brahmins as at least human beings.
